EN 18031 harmonized with restrictions

The EU has harmonized EN 18031 for the Radio Equipment Directive, but there are important restrictions. Manufacturers need to know what to consider now.

However, the decision also brings important restrictions to the presumption of conformity that companies must consider.

For all three standards (EN 18031-1, EN 18031-2, EN 18031-3)

  • If a device allows not setting or using a password (clauses 6.2.5.1 and 6.2.5.2), the presumption of conformity does not apply. In such cases a notified body must be involved.
  • The sections "Rationale" and "Guidance" are only supportive and do not establish a presumption of conformity.

Additional restrictions for EN 18031-2

  • For children’s toys there is no presumption of conformity if the intended access control methods (RBAC, DAC, MAC) do not ensure that only parents or legal guardians exercise access control.

Additional restrictions for EN 18031-3

  • The test criteria for secure updates (SUM-2, clause 6.3.2.4) do not automatically lead to a presumption of conformity under Article 3(3)(f) of the Radio Equipment Directive.

This harmonization is an important step for implementing the security requirements for radio equipment. At the same time, manufacturers must carefully check whether their products actually meet the requirements or whether additional evidence and the involvement of a notified body are necessary.
